Perhaps the most noteworthy aspect of the recommendations is just how modest they are, at least on the NVIDIA side of things. The GeForce GTX 550 Ti is from the Fermi era (circa 2011), and was considered entry-level even then. By comparison AMD's HD7870 is the mid-range GPU of a more recent vintage, and could reflect their relatively CPU intensive drivers. This interpretation is backed up by comparatively stringent CPU requirements of at least a quad-core design, with both AMD and Intel capable of handling things with modern and older models.
Also worthy of note is that Fallout 4 will support the XBOX 360 and XBOX One controllers on PC out the box. Other control methods will probably need to be taken on a case by case basis, but in general we'd expect most PC users to be running a keyboard/mouse setup anyway.
Fallout 4 will be available for pre-load in advance of the release date and unlock on 12:01am November 10th (local time) in most regions. The game will unlock on the 12th and 17th in Asia and Japan respectively.
Released alongside Fallout 4 will be the Pipboy App, an iOS/Android/Windows Phone app which provides additional (though not required) in-game information and control.
